Abu Dhabi, 30 April 2025 — Tawazun Council has launched its strategy for 2025–2028, aligning with the UAE’s national priorities to empower key sectors and strengthen national security. The strategy aims to build an advanced national defence ecosystem driven by innovation, the excellence of Emirati talent, and the country’s growing stature in cutting-edge defence industries.
The strategy focuses on eight strategic objectives, including enhancing cooperation and coordination within the national defence and security sectors, harnessing cutting-edge technologies and Artificial Intelligence to streamline decision-making processes. The strategy places significant emphasis on industrial localisation, recognising it as a cornerstone for advancing the defence sector.
Key priorities of the strategy also include fostering a sustainable national defence industry, developing specialised industrial zones, and advancing research and development to ensure the nation’s readiness to meet future demands.
The strategy relies on a set of enablers and innovative initiatives that enhance institutional integration among relevant national entities. It contributes to building a comprehensive defence system based on knowledge and technology, with regional and global competitiveness. This system will operate in an environment that fosters innovation, underpinned by sound governance and institutional sustainability.
In light of the strategy, the Council’s mission is to advance the UAE’s national defence ecosystem by ensuring efficient delivery of premier capabilities, supporting sustainable industry growth, upholding standards and quality, and driving technological innovation and research and development to ensure comprehensive readiness for future challenges.
Tawazun Council’s work is guided by a commitment to core values: integrity, accountability, collaboration, proficiency, and innovation—values that reinforce the Council’s dedication to institutional excellence, transparency, and excellence in execution.
The announcement of the strategy was made during a staff meeting chaired by H.E Dr. Nasser Humaid Al Nuaimi, Secretary General of Tawazun Council. During the meeting, the strategic pillars and its implementation were discussed, further solidifying the Council’s commitment to strengthening its institutional performance and planning framework within the defence sector.
Dr. Al Nuaimi commented, “The new strategy embodies an ambitious vision to position Tawazun Council as a key enabler of the national defence system and as an institution capable of effectively responding to the requirements of the next phase. We have ensured that the strategy is comprehensive in its vision, flexible in its tools, and realistic in its objectives, reflecting the country’s direction and anticipating the future landscape.”
“The strategy also relies on a comprehensive vision that fosters an environment conducive to innovation, leveraging modern technologies as a cornerstone for a transformative shift that reflects the aspirations of the wise leadership. It reinforces the Council’s commitment to achieving the highest levels of readiness, efficiency, and sustainability. Driven by this vision, we are focused on developing infrastructure, enhancing human and technical capabilities, and establishing an advanced defence industrial base capable of competing both regionally and globally,” he added.
He continued: “The Council’s employees are the cornerstone of this journey. We believe that achieving our strategic objectives relies on fostering a culture of teamwork and collaboration, which contributes to creating an inspiring and effective work environment. We work together with a unified spirit and shared determination to realise the national aspirations.”
H.E. emphasised that the new strategy will serve as a guiding framework to direct efforts and coordinate roles across the sector, through effective partnerships with national and international entities.
He pointed out that the focus in the coming phase will be on identifying and seizing strategic opportunities to build a flexible and innovative defence system, grounded in competence, sovereignty, and comprehensive readiness. This will be achieved by activating a series of strategic initiatives and projects aimed at driving a transformative shift in the defence sector’s performance.
